I just upgraded to a new sapphire Radeon R9 290. I installed it without any problems and installed the newer version of Catalyst Control Center from the disk shipped with the GPU. All went well and I was starting up some games and testing it out. About 15 min later the screen froze and I heard a buzzing sound. Then the screen went black and completely rebooted to computer. I logged in again and started up another game and a little while later it happened again. Happened again today when I was just watching netflix. So im not sure what it is. Ive heard it could be the PSU but its practically brand new and hasnt given me any problems until now. I guess the GPU could always be faulty but im not sure how to check that. Ive also read it could be the bios needing an update but I read into that when I was upgrading my CPU and im not sure how to go about that. Anyway, if someone has had some experience with such a problem, I could use the help. Here are my PC specs.

CPU: AMD FX 8370
GPU: Sapphire Radeon R9 290
PSU: Corsair 750 w
OS: Windows 8.1
MOBO: MSI 760gm-p23

First, I would attempt to completely uninstall the drivers for the video card. What card did you upgrade from? If nVidia, be sure to uninstall those drivers as well. You may have to use a program to completely wipe the previous drivers (I do not have a program that I can recommend, if someone else does, please share). Reboot, and then install the latest drivers from AMD, don't worry about what came with the card (those are usually outdated).

Second, if you are still having issues, make sure both the 8-pin AND 6-pin PCI-E power cables are installed and seated properly. (I would be that your Corsair 750W would have both, but just in case, are you using a PCI-E power adapter? Don't)

Third, check to make sure that your PSU, case and CPU has sufficient airflow and is not dusty/dirty.

Fourth, use HWmonitor and watch your CPU and GPU temps.

use DDU (device driver uninstaller) to completely remove and clean your graphics driver and install your new drivers.
