PC reboots (Psu or Ram problem?)

My pc randomly reboots to a black screen and then restarts. It used to be when launching intensive games but now it is completely random, sometimes before getting onto the desktop. I have ruled out the issue of high temps as the cores are a normal temp on crash. I think it is either a lack of psu power (perhaps gpu drawing too much) or faulty ram. Please let me know your suggestions. Here are my specs:
Intel core i5 4760
Nvidia geforce gtx 760
Corsair 450vs series
2x4gb corsair vengeance
MSi z97 sli plus mobo
 
Solution
The first suspect is the PSU (Corsair VS450). If possible try another known working PSU (borrow one from a friend, neighbor, or whoever if necessary).

Then try some other compatible memory instead (borrow from friend, neighbor, or whoever if necessary).

Performed memtest86 last night and through today, 9 passes for each stick. Is it safe to assume that its the psu?

Gonna have to buy a new PSu and see if it works, any suggestions on good quality ones? Budget of £60 ish
