Question PC refuses to boot after 'Restart' from windows

• Ryzen 1600
• msi b350 gaming plus
• Adata xpg 8gb 3000mhz CL16
• msi gtx 150ti gaming X

never had this problem until days ago, when am in windows and press 'Restart' from Start the PC refuses to boot just the Case fans runs, CPU fan runs, GPU lights up but no boot. so i have to Hold Start button from the case to turn it off then press it again to boot normally.

i tried the latest BIOS same problem
Installed windows Clean install and same problem,
went back to old BIOS versions, no result

i think it has something to do with one of the stupid Windows updates or something, if you know a fix please

There were WIndows updates/new version (1809) pushed out recently, so, it's possible your chipset drivers may have been written over with some default MS-provided drivers or portions of Windows code replacement...

I'd go get latest versions of your mainboard's available chipset drivers, and reload/reinstall all of those first....
