Question PC repeated buzzing on start up

Good Afternoon,

Troubleshooting a pc. Let's see how i got to this point...

1. received PC
2. motherboard issue -> replaced
3. turned on pc with existing power supply etc,
4. smelled burning and nothing turned on
5. upgraded psu to new one
6. turn on pc, all fans run, but just makes this buzzing noise while blinking with the peripheral fan.
