PC repeatedly booting to Windows didn’t load correctly. Returns to black screen after fresh install

Hello -

My friend’s pc was repeatedly booting into either a black screen or the “windows didn’t load correctly” screen. We’ve tried multiple windows fresh installs on both his hdd and ssd, and we updated his UEFI. After each windows install, the pc will function as usual for around 30 minute before returning to the black screen and windows didn’t load.
I’m thinking this is a motherboard issue - any suggestions?

Specs:

R5 1600
Asus GTX 1060 6g
ROG B350-f
Sandisk 240gb ssd plus
WD Blue 1tb

My friend’s pc has become very unstable.
Last night, he would repeatedly receive the “windows didn’t load correctly” screen or a black screen. We attempted a clean install of windows on both his hdd and ssd. Both reached the desktop before showing a black screen and then
returning to the Windows didn’t load correctly screen. What should we do?

256gb Sandisk ssd
1tb WD blue hdd
