PC repeatedly slows once a minute during high use.

Around a week ago my computer started to repeatedly lag for a few seconds while playing games then return to normal for about a minute before repeating. This problem occurs on nearly every game, regardless of the settings used.
After looking at the sensors with GPU-Z and HWInfo, I found that these lags seem to be occur while there is a drop in the GPU load and memory controller load for the graphics card as well as the VCore(1.4 down to 0.9) and CPU clock speed(4100 to 1400) falling.

However i cannot find the reason for these drops.

So far I have tried rolling back the drivers, reduced clock speed, increased temp limit, as well as trying different monitors and checking the power connections.
