Pc resetting twice before booting up

2 weeks ago, I decided to overclock my cpu a bit, and seeing that stress test temperatures seem a bit high(probably not too high, but i'm nitpicky), i changed the settings back to default. Then I opened my pc and changed thermal paste on my cpu. When I turned on my pc, this happened. Basically, the PC turns on(fans start spinning and all), after a couple of seconds it turns off, then it turns on and after a couple of seconds it turns off, then it turns on, boots up and works fine. Nevertheless, first time this happened I also got overclocking failed error, even though all my settings were on default, so I checked the internet and it seemed like I just have to take out cmos battery for a few mins to reset settings and put it back on. I did that, and it seemed to have worked, pc booted up normally after that. Yesterday though, i opened my pc again, cleaned it a bit and all that, and after i reconnected it and turned it back on, i had the same issue. I tried taking out CMOS battery again and all, but this time it didn't help, and I am still having this issue. So can somebody help me diagnose what is causing it? Could it be PSU, or motherboard?

UPDATE: I have also noticed extremely high gpu usage and awful gaming performance. Gpu usage is constantly 99% when gaming and it causes microfreezing/fps drops in csgo/borderlands 2/skullgirls(yes even in skullgirls) and probably other games.
 
Oh hmm, usually I see this double boot thing wth Gigabyte boards, had it myself. In my case it was bios causing it after an overclock and I had to flash the beta ones for my board.
Have you tried seeing if any later ones are available for yours?
If there aren't any newer ones it might also be worth re-flashing the current one too.

Other than that I'm not too sure sorry. Double checked all your connections?
 


I've reflashed the latest bios, but it's still the same. I just wanna know if this is caused by a motherboard or PSU (or cmos battery maybe?)
 


Obviously your overclock is the reason for the multi-booting but you don't list, your full specs (very important information needed in being able to help you solve your problem, we could call Johnny Wishbone Psychic Extraordinaire, and ask him for your specs, but Eddie Murphy is quite busy these days!).

Oh! and exactly how you went about the overclock, that got you in this Pickle!

Obviously If you undo what you did, it should straighten out, but you did a number on it if clearing the CMOS is not working for you, you did pull the power from the wall when you did the CMOS clearing? Right?

If you didn't, it won't clear!

Note: It does not matter what brand of motherboard you have, this problem can happen with all of them, if your overclock is unstable.

Mobo: msi p35 neo3
cpu: c2d e6550
gpu: hd 4670
ram: 2gb ddr2 cl5 800 mhz(real clock 400mhz)

I did plug out the power when removing cmos battery, I even tried replacing the battery.
