PC restart after 10 second + LED off(BLUE,RED) + Black screen black + don't work keyboard and mouse !PLEASE HELP!

PLEASE HELP!
The computer restarts for 10 seconds and then switched on but the screen is not running, the keyboard and the mouse do not work, the LED (RED, BLUE) do not work badly?

Windows 10 PRO
6 GB RAM
HDD
Motherboard - ASUS P5QL PRO
Power supply - Eurocase 400w
Help plz...

No CPU and no GPU is installed. If you just missed it to add in your specs, most likely the power supply or capacitors on the motherboard are faulty.
