PC restarting and/or freezing | PSU problem?

I have been having an issue with my desktop computer where it keeps freezing and/or shutting down by itself. Sometimes I have enough time to go to the BIOS, there it tells me that the 3.3V is at 2.8V and it is red. Now I don't know what all the technicalities mean.
I have a Corsair HX 1050 in my machine and a P9x79 mobo. Before the problem was this bad I occasionally saw something on my screen regarding anti surge protection, which I have enabled in the BIOS. Any help would be greatly appreciated.
 
1. bios software voltage monitoring is not reliable..
most of that have wrong reading..

you must measure your psu voltage with real digital multimeter.

2. there is many thing that can cause freeze or shutdown symptom.

for the first, just try to reset your motherboard CMOS..and see what happen.
