Question PC restarting constantly while in use. PSU at fault?

TLDR at the bottom

Built new PC 6 months ago, working perfectly until about 2 weeks ago. I get crashes, where the PC shuts down then immediately turns back on. When this happens, the events log shows “warning:WHEA ERROR 17 PCI Express Endpoint” and “critical:Kernel-Power 41 the system has rebooted without cleanly shutting down, this error could be caused if the system stopped responding, crashed, or lost power unexpectedly” these crashes can be as far out as an hour or as close together as 2 minutes. It is very frustrating.

WHAT I HAVE TRIED SO FAR:
Reinstalled Windows
Updated latest NVidia driver
Installed an older NVidia driver
Monitored temps
Cleaned dust
Updated windows
SFC/DISM scans (SFC actually found and fixed something but the problem still persists)
Dirextx diagnostic
Updated dirextx
Windows memory diagnostic
Making NVidia 3D settings prefer optimum performance Turning off automatic sleep in advanced power options
Unplugging and replugging the PSU and the GPU
Updated BIOS, (and that seemed to make it worse so I rolled that update back)

I’ve got no idea what to do I’m Super stressed and at my wits end here, the PC is not old at all and all the parts were new when I purchased them

SPECS
AMD Ryzen 3700x
RTX 2080S
Gigabyte x570 Gamingx
EVGA bronze 650w PSU
16GB RAM
3 casefans, heat sink, additional fan, and gpu fans all work correctly.

Any help would be hugely appreciated
