Pc restarts at boot screen

About half a year ago I overclocked my CPU and GPU on an older desktop. It ran fine for about a week after which it started to restart on the screen where I can access bios options etc and start the process again. At the time I reset the overclock settings to default but it still wouldn't turn on and I gave up. I've now decided to come back to it as I would like to upgrade the machine. I've tried removing the GPU, making sure the wires are plugged in correctly, removed the motherboard battery and put it back, and have re-applied the thermal paste on the CPU, however it's still not working.
What else can I do?

You have blue screen in the bios already? or is it stable there? Could try to reflash the latest bios for the motherboard if stable.

I cleared the CMOS via jumper just now and there are no changes. I did also manage to access BIOS when it first started to fail however now when I press delete on the page with the option to access it nothing happens and then it crashes. I did also notice these two little makes on the motherboard, could they be the problem?


 
I'm not natively English speaking so "makes" threw me a little off. :) I guess you mean the little spots on the bios chips? Can you clean those of with medical alcohol or are they burned in there?

Can you give the model of the Gigabyte board? Might just be that you ruined it with the attempt to overclock so do keep that in mind.

Do i see just one stick of ram in there? Tried moving it to the other slot? Tried another stick if having one? Does it beep without a stick of ram? if you have a speaker installed ....

For a link like that can you do without the "IMG" tags,now the picture/link dissapears. I only saw it when trying to quote because of the "makes" remark.It did pop up in the quote.

Yeah I meant the little spots but after I searched around I found that they're normal. I actually managed to get it turned on by turning off the PSU, then holding the power button and turning the PSU back on, then turning it off after a few seconds, then turning it back on again and it worked. I haven't tried turning it back off and on though. If it doesn't work I'll come back for help!

This sounds like a bios issue. The power cycling procedure you followed is how you switch to the backup bios on Gigabyte boards that have dual bios.
 


Right, now I'm getting a blue screen with the error bad_pool_header. I'm working on running a memtest now as I saw that recommended, but is there a way I can repair the bios or something?
