Question PC restarts, CPU fan not spining, NO video. Gigabyte GA-Z77-DS3H

I have pc with Gigabyte GA-Z77-DS3H (REV 1.0) motherboard. Pc was working fine with GTX 650 GPU, but when I tryed fit gpu (AMD RX480 or GTX 1060) - no video. I updated bios to F11 version, after bios update pc was working fine with AMD RX480, but I get blue screen 'inaccessible boot device'. After pc restart: CPU fan not spining, pc restarts itself, no video.



Is it boot loop after bios update, faulty motherboard, etc.?

full system spec? include make and model of the psu

i5 cpu (tryed couple differend cpu's still same issues). PSU - OCZ model no: OCZ400SXS 400W. GPU removed. 4GB Ram 12800 mhz at the moment (tryed also different sticks still same issues). Possibly its faulty psu?

Tryed differend psu and fan, still same issues, something wrong with motherboard, I reseted cmos with holding power button 50s, removed cmos battery for 2-3 min, clr_cmos pin reseted..

The motherboard with dual bios and I didn't did a bios back up. I think need to change bios chip or reinstall bios straight to the bios chip..?
