PC restarts few seconds after powering on

When I first bought my PC (in 2012.) It had Zotac GTX 560ti AMP! edition
(http://www.zotac.com/products/graphics-cards/geforce-500-series/gtx-560-
ti/product/gtx-560-ti/detail/geforce-gtx-560-ti-amp-edition.html) inside.
I had no problems with it. Then after two years I bought Gainward GTX 760
Phantom 4GB (http://www.gainward.com/main/vgapro.php?id=920). When I first
installed it my PC refused to boot. After a few tries It booted but with an error
after motherboard logo that said Error! System cannot locate HECI protocol!
But after that error everything was fine. It was booting up longer, but windows
was still working and I could use it without any errors. And then after several
months picture started freezing randomly and rarely. Everything would just stop
until the PC was restarted. It froze several times, but it was not a big problem.
Then one day (about a year ago) PC refused to boot again (just black screen).
This fixed it self somehow but OS was still freezing so I decided to reinstall
windows. After reinstallation freezing disappeared, but now my screen randomly
and rarely turned black after Windows loaded. (The Monitor was still on. There
was no NO SIGNAL warning.) After a few black screens (and several months
my mouse started freezing every few seconds and then nvidia drivers would
crash. Few minutes after crashing and recovering (no rebooting) screen turned
off (this time with the NO SINGNAL warning) and PC rebooted without BSOD.
After rebooting everything would just repeat. So I tried to reinstall the drivers in
safe mode. That didn't help at all. After that I took out the Graphics card out and
switched to Intel HD 3000. That fixed every problem I had. And I even flashed a
new BIOS and that fixed the HECI protocol error. I was using Intel HD GPU for 5
days. Then I tried to put the Graphics card back in to see if it would work.
Somehow it did. Everything was working great, no errors, no freezing, black
screen... And the next day it refuses to boot again. It shuts down a few seconds
after powering on. I checked the RAM by moving it from slots 1,3 to 2,4. Didn't
help. I removed the RAM stick from slot 2, again nothing. Then I removed the
stick from the slot 4. This time it didn't restart, but It was not booting.
Where is the problem?
Is it motherboard, PSU, CPU, Graphics card??
And what I can do to fix this?? I dont have any spare parts.
The PC is dust free, and was disassembled and assembled back a few times.
Temps. are good and not high.

Have you tried booting in safe mod?
If that doesn't work, check that the cables for your power supply are in the right sockets on the graphics card, that your graphics card is in a pci-e x16 slot

My PC was purchased in parts and my GTX 760 still has warranty but my PSU and Mobo do not. And by "my pc is not booting at all" I mean that even bios is not loading screen is just black and thats it.

try getting to bios again using onboard graphics. remove your 760. If that comes up fine it's definitely your graphics card. Even if your psu or mobo are dead, you can still return your graphics card to see if that is the main issue
