So I recently decided to upgrade my PC. After installing all the components and turning it on, all the fans, including those on the GPU spin, although they are not as loud as I remember them, and the motherboard lights up. After approximately 20 seconds the PC turns off, and then turns itself on again about 5 seconds later. It does this infinitely. If I plug in the HDMI, there is no video on the monitor. I tried both the GPU HDMI slot and the Mobo one. If I plug in a speaker and turn it on, there are no beep codes. I am also fairly confident everything is plugged in correctly.

Here are the before and after specs of the PC. The parts which have been replaced/are replacing are marked with an x:
Before:
PSU: EVGA 750 watt B2
xCPU: AMD fx8320
xMOBO: ASRock 970 extreme3
xRAM: Mushkin Blackline 2x4 DDR3
GPU: AMD club R9 280x
SSD: Kingston 240gb
HDD: Western Digital Blue 1TB
CPU cooler: H100 Corsair Liquid

After:
PSU: EVGA 750 watt B2
xCPU: Intel Core i5 6600k
xMOBO: H170 Asus(version 1.0)
xRAM: Corsair Vengeance DDR4
GPU: AMD club R9 280x
SSD: Kingston 240gb
HDD: Western Digital Blue 1TB
CPU cooler: H100 Corsair Liquid

I have tried the ram in all the ram slots in as many combinations as I could think of. I have tried disconnecting the RAM, GPU and HDDs and there is no difference. Also, something I want to mention is the CPU cooler. It isn't technically compatible with this motherboard. I ended up screwing on 2 of four holes diagonally to make it stay in place. Could this be causing the problem? It is sitting flat on the CPU with thermal paste applied. There are no diagnostic LEDs on the Mobo, so what do I do? Is something DOA(dead on arrival)? Please, help me 🙁

Watch the temperature of the CPU right after you turn it on, to when it shuts off by itself. It might be that it's overheating and shutting itself off to prevent damage.

Could be a faulty cooling system/fans or that it is not plugged in - trace all cables related to it. Did you apply thermal paste? If so, did you put it on correctly?

You said when you plugged in a speaker, there were no beep codes. Did you plug in a random speaker you had lying around, or a case speaker? When I used to have issues with my PC, I never got an external speaker to work, only a case speaker. Are you able to find one of those?

Take out the GPU and see if the computer runs for more than 20 seconds (or longer than the average time).

Well, if you want to test it the ghetto way (which won't last very long), if you plug in your previous CPU cooler and hold it on top of your CPU (assuming you can't screw it in) and see if that works.
