Pc restarts on shut down or sleep

When i shut down my pc, it starts 2-3 seconds after shutting down. Same thing happens when i try to keep it in sleep mode, it starts again. I have tried almost every software solution on the internet, i've reinstalled windows 8.1 but it didn't work. If it were to be a hardware problem, what could be the issue? Could it be something related to motherboard or PSU?
The PC is an year old, this wasn't the issue for a few months after i built it. After my UPS died, the PC had to run on direct power, it switches off on power cuts directly, could this have caused this problem?

MSI B75-P45
1 tb WD HDD

Have you tried clearing the BIOS (unplug the power cord and remove the CMOS battery for a minute)?

i've done a restore defaults in the BIOS settings, it didn't help. I tried the cmos battery thing too but it didnt help..

Try setting in BIOS
EuP 2013 to Enabled
Resume By PCI or PCI-E Device to Disabled
