The power fluctuations have to be quite high to cause a system reset. Your system shuts down when on the UPS because it just can't take the load. You should get a pure sine wave UPS (better when using a an active PFC PSU) that's powerful enough not to shut down. CyberPower seem to have relatively good pure sine wave UPS at a decent cost. I suggest you get at least a 1000 VA (600W) UPS.
You are correct, but I would presume its efficiency is 65% and it therefore delivers 390W. If the PSU is inefficient, then the UPS isn't powerful enough.

Neil, do you have issues if you connect the PC dierectly to the outlet? Is the PC the only component connected to the UPS or do you also have other equipment like a monitor, modem, router, etc.? What PSU do you have?

i have Corsair VS 650w. i dont get issue on direct power some times during flactuations t restarts on ts on (no shutdown)
