Question PC restarts randomly and sometimes it's in a loop of turn on and off again ?

Hello,
This issue happened suddenly

The pc restarts randomly while on windows, and when usually that happens the pc is stuck in a rwpid turn on/off loop, sometimes it takes it a few seconds to power up to get in the loop,
Please note that when this happens the pc cant be turned off with the power button, holding it would only cause its led to blink.
I tried turning it on without the memory and the gpu, and it still happened.

CPU 5950X
GPU 6800XT
Mb aorus master 570x
PSU corsair rm 850
Case lian li dynamic o11
Ram gskill tridentZ 32fb 3600
OS w11
SSD 2 samsung evo 860 500 and 1tb
Nvme 1 evo 970 500gb
Hdd 2 4tb

The pc is new(built April 8th) so everything is less than 1 year old.

I checked my psu with a multimeter all looked fine, but a -12v(14th pin - 2 pins away from the ps-on pin) rail was showing -11.52 is that bellow whats acceptable?
