Also, I receive the following error when I start my PC.

See the end of this message for details on invoking
just-in-time (JIT) debugging instead of this dialog box.

** JIT Debugging **
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
<system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Proper bios and mobo drivers?

Put a copy of memtest86 on a flash stick.
Boot the stick and let it run.....no errors allowed.

I pulled the power cord and the battery, then restarted the PC. Windows loaded up fine. I'm not sure if I should try to update the BIOS again. I don't want to mess anything up. For now I'm gonna do another fresh install of Window and see if that helps.

I watched everything in the task manage while encoding and everything seems fine. CPU utilization was 33 percent, temp 29° C. GPU utilization around 16 percent, temp 41° C. However I just checked the GPU fans and they aren't spinning. Do the only spin when needed?

I installed GTX 1660 and was able to encode a video with no problems and my PC no longer restarts itself. I can still return it, so I guess I will. It actually works out because I want to sync all my RGB hardware but it's not compatible with the software I'm using. I'll get an RTX 3060 that is.

When you install a different gpu it's best to uninstall the old drivers and then install the new gpu and then install the proper drivers for the new gpu.

To uninstall the old drivers use this.

Thanks, but that didn't help. The PC is at my local shop now. The owner has checked everything he can think of, and it still reboots every time it access's the GPU ram. Even worse since updating the MB BIOS. Maybe the GPU is bad but it's the second one I've bought.

My local shop tested the PSU and said it was fine. I'm waiting on the new motherboard now. I guess if that doesn't solve the problem, I'll replace the PSU next. The motherboard was still in the return period, the PSU is not.

Did you get a copy of the readouts of the tests they ran? Would be curious to see the voltage regulation data at load compared to the tested range for that PSU.

(If they didn't give you data, they simply slapped it in a machine and saw if it turned on, which is not a test and basically stealing your money).

No, I didn't get the data. My invoice says, "power supply tested perfectly with enough wattage". The new motherboard should be here tomorrow. If it still doesn't work, I will pick up a new PSU at my local BestBuy.

Hopefully they didn't charge you. I'd bet they didn't even use a load tester and oscilloscope and instead just hooked up a system to it. I would not use this shop again.
$60 for all the tests he ran. To late now, I guess. I replaced the motherboard and still had the same problem. I replaced the PSU and problem solved. I wish I had checked that first. At least my new PC is working now, a month later.
