PC riddled with problems

Hey guys,
First off I want to say I have no clue if I posted this thread in the appropriate category, and apologize if I didn't. I'm currently overseas in Europe and my cousin was asking if I could fix his PC for him. I thought it would be easy, but it's been problem after problem. He has an Emachine model EL 1600. After fixing some half a dozen problems I'm currently stuck. As of right now everytime I start the computer I'm taken to an American Megatrends screen that reads:

When I attempt to press F1 or F2, nothing happens. At first I thought it was the keyboard, so I went and bought a new one (USB), but had the same results. (The lights on the keyboard are on, so I know it's not defective) When I press F12, the one change I notice is the "Press F12 for BBS POPUP" is replaced by "Boot Selection Popup menu has been selected". If any of you could provide some assistance, that would be great.
