Question PC Running Below Expectations

Hello Everyone, so my PC on the UserBenchmark is performing below expectations (22nd percentile).
If anyone can look at my link and tell me how I would be able to fix it, that would be amazing.
I am running - AMD Ryzen 5 3600 | Nvidia GTX 1660 | Samsung 970 Evo NVMe PCIe M.2 500GB | PNY CS2130 500GB SSD | RAM - 16GB DIMM DDR4 @ 3600 MHz

I dont think Ive ever seen ''100% cpu background'' usage before, what other programmes did you have running when you ran the test?
