[SOLVED] PC running extremely slow

I built a PC back in November. I will attach specs below and I am running with an H100x liquid cooler and my power supply is a HX1000i. When I was initially running the computer through bench marks back when I first built the PC I was hitting 8855 on 3dMark for bench (3d Bench 1) and with recent results I have been hitting low 4000s (3d Bench 2) I feel like I am seeing where the differences are but I just don't quite know how to fix it. One of the only things I changed was adding a bit more RAM that I got for free from my brother but the problems were happening before any of the extra was added. Below are the rest of the specs. That's 0.8GHz even a chromebook is running faster than your computer. Can you clear the BIOS and run eveerything on Auto then do some benchmark.

i7-9700F's base clock is 3.00 GHz... You're missing a good 2.2GHz right now -- just for the base...
