Question PC running poorly

Good Day,

My pc is performing extremely poor in terms of gaming, there would be constant stuttering and lag even if i set the setting at the lowest. This has been happening since i purchased it a couple of years back.

My specs are
intel core i7 6700k @ 4.00GHZ
NVDIA GeForce GTX 1070

All drivers are up to date.

Please advise

RAM is 16.0g, ill go and check the temp one sec

Each of the Core are below 20 degrees.

I tried the userbenchmark and these are the results

GPU: Nvidia GTX 1070 - 81.6%
HDD: Seagate Barracuda 7200.14 1TB - 12.5%
RAM: Crucial CT8G4DFS8213.M8FB 2x8GB - 68.4%
MBD: MSI B150M BAZOOKA PLUS (MS-7A46)
