Question PC running really slowly after switching graphics card

Hey guys. I recently got an Oculus Rift, and a new graphics card to go with it- a GTX 1050Ti. After installing it, I found out it isn't what I want for the rift- I'm returning it and buying a 1060.
I noticed after giving up on the rift for the moment that with the new card installed, everything ran slowly- web browsing, gaming, opening task manager- everything. I switch back to the GTX 960 I was using previously, and everything is still running slowly. I'm lost at this point.

Things I've tried:
-Uninstalling Geforce Experience
-Uninstalling Oculus drivers
-Wiping my graphics drivers with DDU and re installing the 960's drivers

Specs:
i5-4460
16GB RAM
GTX 960 6gb(I think it's 6gb)
Windows 10 64-bit
110GB SSD primary, 4TB HDD secondary

extremely hard to say what is going on at this point. Try using a restore point to revert back to before you installed the 1050Ti.

Try clearing CMOS, reseating your RAM and checking all SATA data connections to headers on motherboard and drives.
