Question Pc Runs But When I restart the cpu fan stops

hello recently my pc when i turn it on will run but when i attempt to restart it will stop the cou fan from spinning and everything else will be on and the motherboard light indicates the cpu. this forces me to shut it off and then when i try to turn it on it will instant shut off some times and then i will try it again and itll work im generally confused and i dont know how to fix this anything would be much appreciated thanks and have a great day
