PC runs slowly, fixed by restart

When I start my PC it runs slowly, menu's are laggy when scrolling, fps is choppy on games and my computer generally runs badly. I can fix it by restarting my computer, is there a reason this happens/how can I fix it?

CPU: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz
GPU:AMD Radeon (TM) R9 Fury Series
RAM:16GB

it may be a program that starts with your computer that runs in the background that may have a memory leak eating up your ram up your ram. next time your PC starts getting slow use task manger (if using windows) to check what is using the most resources
