Question Pc runs worse after upgrades

Build before.
8th gen i7 8700 with regular intel fan
Prime H310-plus mother board
32gb corsair ram
1660 msi gpu
Wd green 120 gb ssd
1tb hdd
Upgrades
9th gen i7 9700k
Coolermaster ml240 v2 cpu cooler
Asus z390 a prime
Same 32 gb ram
Same msi 1660 gpu
Same 120 gb ssd
Sk hynix gold p31 1tb nvme
Same hdd
On the build I would have no problem with watching any kind of stream on one monitor while playing a game on the monitor. Now I have major frame drops. Didn't even change any of the old crappy graphic settings still all the same from build. Idk what the problem is I'm dumb tho. Maybe someone can help on here.

Check CPU and GPU temperatures.

On a H310 motherboard, VRM throttling may also be an issue with a 9700k.

Swapping CPUs without changing the motherboard shouldn't require any driver changes. If nothing obvious shows up, you could try putting your old CPU back in.

I did change mother board to a Asus prime z390 a. And the Temps of cpu are 45-50
 
I would suggest that you increase the size of your ssd.
When there are few nand blocks available, it takes many read/writes to do a simple update.
WD green is not one of the fastest ssd devices.
If you buy a 500gb ssd it will cost you about $60 for a samsung 870 evo:

You can use the samsung ssd migration app to move your C drive easily.

Yes, there are cheaper units out there, but buy the best to avoid issues.

From 8700 to 9700K is not much of an upgrade. A bit higher clockspeed and 2 cores more but 4 threads less and no HT. Some games run better on a cpu with HT. Why didn't you buy a 11700 and B560?
