Question PC screen froze but mouse and keyboard are responsive

I have been struggling with this problem for days. Every time I boot my pc, it never gets past the log in screen where you enter the pin. It just freezes like that but the cursor is moving and the lights on the keyboard are responsive. I can only fix it by reinstalling windows or resetting the pc in the windows troubleshooting. Can somebody please help?

I tried to run system file checker and it did not find any missing or corrupted system files

Reinstalling windows should help, download windows media creation tool from the Microsoft website.

I tried reinstalling windows 10. The screen flickers if i open edge or file explorer unless i underclock my gpu, core and mem by -100
