[SOLVED] PC seems to be stuck in some sort of scroll

Whenever I open up a volume control in either the Windows 10 mixer or within a software, or when I open a document, the PC is stuck in a scroll - the volume reduces constantly, and the document just keeps scrolling down. I've tried rebooting, cold booting, disconnecting keyboard and mouse, and turning off the router. Nothing works. This started out of nowhere yesterday.

EDIT: The scrolling only happens when a software or slider is highlighted, so for instance when I highlight OpenOffice Writer it starts scrolling, but when I use my other screen and therefore no longer highlight Writer, the scrolling stops.

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

All it does is stops all startup programs except windows programs.

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

Clean boot as well as a full AV scan didn't solve it.
However I disconnected all USB connected devices except for the mouse and rebooted, and the issue disappeared. I decided to reconnect the USB devices one by one to see which one caused it all, but the issue never returned. I've both rebooted and cold booted, and no such issue reappears.
I'll say this is solved for now, and I'll have to wait and see if the issue returns in the near future.
