PC Seems To Be Underperforming

So, i built this system probably 10 months ago and it doesn't really give me as much performance as i thought it would. I didn't put much thought to it but after checking out similar rigs and benmarks I realised how poorly my system performed compared to them.

I'll start with the specs.

CPU: AMD FX 8350
COOLER: Hyper Evo 212
GPU: ASUS Radeon R9 290 DirectCU II OC
MOBO: Gigabyte 990FXA-UD3 (Rev. 4)
RAM: 8 GB
HDD: Seagate 1 TB
PSU: Antec HCG-620M

Keep in mind my screen has a resolution of 1600x900 (900P)

Just bought Wolfenstein The New Order and on Medium settings the games runs anywhere between 40-60 Fps. That's awfully low considering my system and the game requirements.

GTA V is set to High and i get anywhere between 60-45 fps depending on the traffic. Expected to able to run this on Very High or even Ultra especially since i'm not in full HD. I could bump it up to very high but i like my games to run smoothly so i rather turn down the settings instead.

Far Cry 4 also performs pretty poorly. It is set to medium settings I believe and i often get fps drops.

Basically I get pretty poor performances compared to what i should be getting with those specs.

Temperatures seem fine so we can rule out this probability.

Any suggestions?



 
Some probable causes i thought of:

CPU causing bottleneck. (Although i made some research to make sure there would be no bottlenecks when I purchased my CPU)

My PSU could be borderline considering how much power the FX 8350 and the R9 290 needs (The PSU was a part i kept from the rig i had before that)

I performed a Passmark test and everything seems in order. I'm out of ideas.
 


The motherboard is up to date
I have the latest AMD driver
GPU fans are working. I mentionned in OP that temperatures were fine.

I'd think you'd be fine on power limits with that PSU. I have a similar system (but with a GTX 970) and can run all of those games fine. Wolfenstein ran with everything cranked up @ a locked 60 FPS. GTA V was 50-60 FPS with lots of settings turned to high. I never played much of Far Cry 4 on this machine.

Try a complete uninstall + reinstall of graphics drivers, if there is an option.
 


You ran Wolfenstein at max settings at 60 fps? What CPU do you have?

As for the power supply. The R9 290 consumes more power than the GTX 970.. Anyway, the power supply should be sufficient unless i decided to overclock. So you're probably right, the PSU probably isn't the cause.

I doubt reinstalling drivers will change anything, i did it a while ago.

All the parts from my PC was bought less than a year ago. Only thing i kept from my old rig was my hard drive, my ram and the power supply. So i'm wondering, maybe the ram or the hardrive is the problem..Although I doubt it would impact performance.

The most probable cause in my opinion was the CPU. since games might not utilise all the AMD cores. But people with the same CPU seem to be getting good results. I'm really trying to figure out why i'm not getting the kind of performance i should be getting.

OC'ed FX-8320 here, and can definitely say that hasn't been an issue in most games for me. Pretty sure everything was maxed out on Wolfenstein (great game by the way) - will check tomorrow when I'm home again.

The 290 is supposed to be on par with the 970 for most games, although AMD's drivers can be problematic with some games here and there.
