Question Pc seems to constantly underperform

Hello, so I have noticed a lot of games i play, either when new parts of the level are loading or theres like a big fight, my frames drop a lot for a couple of seconds, no idea why

My specs are:
Nvidia rtx 3070
amd ryzen 9 3900x
32gb Ram at 3600 mhz
b450 elite mobo
run in 1080p but dsr to 1440p

The games ive noticed this on are:
High on Life (when in combat or loading next part of level)
Hell pie ( when loading into level)
Destroy all humans 2 reprobed runs really badly like frame drops when i tilt the camera etc

basically, ive read through many forums, I have checked for other issues, I now have an m.2 which all games are on. However, demanding games like ac valhalla, rdr2 etc run absolutely fine.
Ive checked the cpu percentage and it sits around 30-40 percent in games, the gpu only gets to like 80% max no idea why

Can anyone possibly help me?

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)? History of heavy gaming use?

Disk drive(s): make, model, capacity, how full?

Use Task Manager and Resource Monitor to observe system performance.

Use both tools but only one tool at a time.

Determine what changes when big fights take place.

What resources are being used, to what extent ( % ), and what is using any given resource.
