PC seems to stutter sometimes

It stutters if I open a program that uses the internet. Like Il have chrome, spotify, skype and steam all open. Then if I open a torrent in utorrent it stutters for a few seconds quite badly but then calms down and my sound crackles, it also does this if I download something in steam sometimes.

Specs: Asus M5A78L-M/USB3, AMD FX8350, Radeon HD 6850, 16GB Corsair 1333Mhz Ram, 1TB Samsung HDD, 1TB WD Blue HDD, Corsair TX750 V2 PSU.
 
Solution
backup all the files necessary in the western digital drive ("or you can also get a spare hard drive)

then install windows on the WD blue. temporary remove the samsung drive from the system.
then check for improvements.
I bought the PC in 2012 but the motherboard and the Samsung HDD are the only original parts, everything else I have upgraded. I have an Akasa Venom Voodoo Extreme Performance CPU cooler.
 
might as well open your side panel, then observe if the cpu cooler is doing fine.
also your psu may be loud but if you can,.. try to listen to it if something seems a miss.. for example it should have a continuous hairdryer-ish sound.

I dont know what you mean by update it by the windows website but I found a Windows Update Fixer on there, used that but it didn't help. The update code is KB2570947 its a security update, It doesn't seem very important and why would it cause my pc to stutter?
 
no, actually some windows update are for the stability of the very operating system that your using.

stuttering has a lot of implications to it, so for the sake of assuming that nothing in your hardware is faulty, we opted to fix the issue thru the software.

Ran the application and it fixed some stuff but Im still getting the random stuttering and its getting really annoying with my sound because it makes it like get stuck in a loop of the same sound so its like a constant ddddddd sound for a second but its really annoying. The update still wont install.
 
Could my hard drive be failing? It normally only happens when there is a spike in internet usage like if I open chrome and it loads google or open a new tab and load a site or when downloading in utorrent or steam it causes it to stutter. I have run a full chkdsk and tried memtest86 to see if my ram was causing any problems but all clean.
I tried restarting a few times but nothing.

Solution
So far so good. Reinstalled steam and skype and stuff and not a single stutter in general or audio. Also installing my new graphics card which I was having problems with, kept getting a ntoskrnl.exe error so If it works without restarting then Il know it was the hard drive.
