First off I apologise for posting this in the 'component section'. I'm not entirely sure whether this is a problem with the CPU, GPU, Mobo or anything else in the PC for that matter. Please feel free to move this to an appropriate forum if required.
Ever since I put the new CPU cooler and exhaust fans in my computer I have had an issue where the computer will short on start up. It goes like this -
1. Press power button
2. LEDs and fans come on for about 1 second
3. Everything suddenly stops
4. About three seconds later everything starts again
5. PC operates as normal.
I've loosened the standoffs screws because I did tighten these yesterday, and apparently having them too tight will short the MB. I've taken the power switch header off and tried jumping the switch with a screwdriver. This didn't even start the computer. I've made doubly sure that all of the power connectors are snug in the PSU and in their respective spots. I've checked the 12 pin ATX, the 24 pin MB power, etc. I've also checked that all of the headers and the fans are plugged into their headers properly including the CPU cooler pump. I tried booting the PC without the molex lead plugged into the PSU in case this was causing the problem, it still shorted.

The thing is that the computer still works. This is annoying as f..., but it's not really altering the function of the PC. If I can't manage to get this sorted out, will using the computer damage it?
Also could this be related to an overclock? I did push it up from 3.5 to 3.8 without changing the voltage. Surely this wouldn't occur as a result?
