PC shows 230 GB when I have 1TB

So my friend built his computer and bought a 1tb hard drive. After finishing the build, he didn't do and started downloading everything. After about 2 months, he realized he was out of disk space. I think he didn't properly set up his hard drive. How can he fix this?

It sounds like he might have created a smaller partition by accident when installing Windows. All he needs to do is go to Disk Management and look for the unallocated space that should be to the right of his drive and Expand Drive C to consume that free space.
