Question PC shows no sign of life

My PC died after changing the GPU. Have been troubleshooting for a few days and it definitely isn't the PSU or the motherboard. What could it be?

Start with listing full pc specs of your pc. Include PSU model also.
Then describe your troubleshooting steps.
Specs:
Ryzen 5 2600
16 gigs of HyperX Fury DDR4 2666 RAM
Inno3D GTX 1660 Ti
Gigabyte B450 Gaming X motherboard
Reddragon modular 600W PSU

The PC died after I plugged a 8pin and a 6 pin cable into the new GPU. It booted just fine with just the 8 pin cable but asked for both cables. It would not show any sign of life. Completely dead. I figured my cheap PSU finally died so I borrowed a Corsair 750w bronze PSU. It did nothing so the PSU is fine. Next step was ordering a new mobo. I ordered a Gigabyte B450 Aorus Elite. After going through the horrible process that is rebuilding everything I again got no sign of life. Me and everybody else who tried fixing it are completely baffled. Everyone says the only thing that could cause this is a dead CPU but even with a dead CPU, it should boot, which it doesn't. I put the old parts back in it and am shipping it back to the shop that assembled it this Monday but that could take a few weeks.

GTX 1660 ti would not require 2 PCIE power connections. 1x 8pin is all it requires. It's 120W card after all.
Which exactly model Inno3D GTX 1660 Ti ?
None of these models have 2x PCIE power connectors:

I forgot to mention I was changing my 1660ti to a 2060 Super

I didn't try assembling it out the case.

I tried the new mobo with both cards, nothing worked. I tried the old mobo with both cards, nothing worked. I tried the borrowed PSU with all combinations. Nothing worked.
