PC shutdown problem - Fans start spinning at max speed and then it shuts down.

Hello! I have a problem with shutting down my PC. (It’s a new build) After I click on “shut down” Wondows shuts down as usual, the monitor turns off and so on, but after a second or two the cpu fan starts spinning at max speed and then it shuts down. I do not have any problems with the pc, I just want to ask if it is normal or not.
UPDATE: Today after powering my pc on, it sort of “crashed” while booting windows. It restarted and successfully booted into windows - However the RGB lights on the motherboard had different colour (the default one) and later I found that the bios downgraded itself from version F6 to version F4. So I updated the bios, but the shutdown issue still persists. I don’t kniw whether it is related to this or not.

CPU: i9 9900k
