Question pc shutdowns for a second while booting up then resumes booting up to desktop .Need help.

My desktop PC shutdowns for a second while booting up then resumes booting up to desktop .while that happens i always see an error message at the bottom of the screen "Installation failed .Please try again later" .This occurs on my smart tv that is being used as an HDMI output for display .I havent been able to figure out what the issue is.Could somebody help me figure out what the issue is maybe?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Since it seems that the issue is repeatable, you might want to take a video of the issue and then pass it on for us to see. Does the issue persists without your TV connected to your system?

So far the issue has persisted while my system is connected to my TV .I dont know how to post a recorded video from Facebook to this reply .

Ok it was a Bios update that needed to be done for the mother board. Other then that the error message was not from my PC but was from the Smart tv.
