Question PC Shutoff After Overclock Applied

PC Specs:
i7 13700K
RTX4070ti
32GB DDR5 5600mhz RAM (2 sticks)
6TB total SSD PCIE 4 storage
Mobo: Gigabyte B760 Gaming X AX
I ran Intel XTU after finding that whilst my Mobo may not be the best for Overclocking it would likely have some capabilities. The P Core and Voltage "Meters" were locked whilst I could toggle the multiplier for the E Cores (which from experience caused the package to instantly thermal throttle). In advanced settings toggling anything however caused my PC to shutoff instantly and load up to a BIOS recovery screen?

For reference I had run a Userbenchmark PC Test and it had highlighted that my GPU (also running an overclock on MSI Afterburner) was overperforming and my CPU underperforming (majorly)
GPU Score: 251%
CPU Score: 116%
(I am going to run a Cinebench test to further confirm this)

Cinebench Results:
GPU Score: 20782
CPU Multicore: 1519
CPU Single Core: 117
MP: 12.93x

If your computer is supposedly not performing within expectations on default settings, something is wrong and you should fix that before overclocking, because overclocking decreases stability and can cause other issues.
