Question PC Shutoff After Overclock Applied

PC Specs:
i7 13700K
RTX4070ti
32GB DDR5 5600mhz RAM (2 sticks)
6TB total SSD PCIE 4 storage
Mobo: Gigabyte B760 Gaming X AX
I ran Intel XTU after finding that whilst my Mobo may not be the best for Overclocking it would likely have some capabilities. The P Core and Voltage "Meters" were locked whilst I could toggle the multiplier for the E Cores (which from experience caused the package to instantly thermal throttle). In advanced settings toggling anything however caused my PC to shutoff instantly and load up to a BIOS recovery screen?
 
For reference I had run a Userbenchmark PC Test and it had highlighted that my GPU (also running an overclock on MSI Afterburner) was overperforming and my CPU underperforming (majorly)
GPU Score: 251%
CPU Score: 116%
(I am going to run a Cinebench test to further confirm this)

Cinebench Results:
GPU Score: 20782
CPU Multicore: 1519
CPU Single Core: 117
MP: 12.93x
