Question PC starts up when pressing power button, then it shuts down, then restarts and runs fine ?

A couple of months ago I got a new PC, new build with all new components.
Sometimes when I press the power button, it starts up and then shuts down almost immediately, but then in a few seconds starts up by itself, and everything works fine.
This happens seemingly randomly, it can happen twice in a day or once every two weeks. Other than this, when the PC is on it works perfectly.

What do you think could be the origin of this problem?

PC Specs
Motherboard: Asrock B650 PG Lightning
CPU: AMD RYZEN 7 7700
CPU Cooler: Noctua NH-U12S
GPU: Zotac RTX 5070
Memory: Corsair Vengeance 32GB 2x16GB 6000MHz CL30
Storage: Kingston NV3 1TB SSD M.2 NVMe + Seagate 2TB BARRACUDA 7.200
PSU: Cooler Master 750W G Gold 750 V2
Case: Fractal Design Pop Air

This was shown on JayzTwoCents, whereby an EVGA motherboard would power up for a split second, turn off and then power back up but without a hitch to go all the way to the OS GUI. This happens to charge the capacitors on the board. Once fully charged, the board goes through normal POST process.

Got a link to this ram kit? As for the ram, is AMD/s E.X.P.O or Intel's X.M.P enabled?

Sorry, not sure I understand. Do you mean it is a feature of some motherboards, or is it a defect?
By the way, I forgot to mention my brother built a PC with the exact same specs, and he doesn't have this problem.

I still hadn't enabled EXPO, in the BIOS it is set to Auto.
