PC shuts down, but does not turn off

Hi, I realize that this is a really odd problem here. Yes, when I push the power button to shut down the computer, Windows shuts down completely but my computer doesn't turn off. All the lights are still shining and the fans are still spinning. I do not know what to do. I updated my Bios to the latest version, and tried telling Windows what to do when the power button is pushed. I also tried clearing CMOS. Please Halp.

Spec:
i7 4790K
ASRock Z97X Killer bios/v: 2.00
24GB DDR3
GTX 780
 


The power button is set to shut down, I just looked. I only installed drivers that I needed with the CD so maybe I'll try to get all the software installed.
 
Update/install Chipset drivers.

Best to locate them on your motherboards specific driver download page (often called the "INF driver").

Alternatively go directly onto Intel's download page and find them here, or AMD or VIA, if this is your motherboards chipset.

Do NOT assume Windows Update will have the correct chipset for your system.

Anyway, this solved the exact same problem for me.... a simple and easy, but crucial fix
