pc shuts down when disabling turbo boost on 8350

gretings my problem is when i disable turbo bost on start up my pc goes first sec on than shuts down than goes normaly up, the problem is turbo bost is there any fix ?
i run the 8350on 4,5ghz stable with vcore bump 0,25 and its not the vcore problem its the turbo bost i checked when its enabled its ok when disabled problems
the pc runs normaly but that shuting down is anoing and i dont know is that bad for cpu ?
it hapend only when i start the pc or when i restart pc than the pc shuts down that starts up

Try to disable turbo boost from BIOS.Not from windows.

i dont know other whay than the bios ? never tried from windows
