PC Shuts-off Mid Boot

I have a 2008 Cyberpower PC. I've replaced the motherboard and it worked fine for awhile until a month ago. It started to randomly "die" during boot up into windows 7. Now I cant even get it to boot. I have tried launching windows repair, and the windows 7 installation CD, but it never gets through booting without the PC just randomly shutting off. Sometimes it will only power on for a few seconds before it shuts off. When this happens I cant get it to run until holding down the power button, but after holding down the power button, it beeps 3 times and nothing shows up on the monitor. The only thing i am able to do is enter BIOS, it has never shut off while in BIOS.

Yes I've tried cleaning it. (everything)
CPU- Intel 2600
Motherboard- Intel dh67cl
Ram- 8GB 2X-4gb sticks Hyper X Fury DDR3
GPU- Gigabyte GTX-450
PSU- Cyberpower 600 Watt
The PC no longer displays anything, it will beep 2 long beeps 2 times, then it shuts off. If I try to boot it up directly after that it will turn on for a few seconds then immediately shut off.
