Question PC shuts off twice then boot up into BIOS Settings (Windows 11)

Hi,

Can someone help me with the issue on my computer?

Whenever, I turn-on my computer, it will on (fans spinning, lights on) then after 2 secs it will shuts off, then does it again then finally boot up but requires to enter BIOS settings.

I have replaced my PSU to a new 750watts PSU. Replaced the CMOS Battery. Checked and unplugged-replugged, re-seated the RAMS, but all the same.

My PC specs are as follows:

Dual Monitor (1144hz connected in the GPU & 160hz connected in the mobo)
Mobo: Asus Tuf Gaming B360M-Plus
GPU: Zotac GTX 1070
RAM: 32 GB (4*8GB)
Processor: i7 9700
PSU: 750w

Observation:

Before (with old PSU 600w), whenever I unplug the monitor connected to the GPU, it will shut off (one time only) then boot up into BIOS settings. If it is plugged to GPU, it will turn on for 2 secs (fan and lights are on) then shuts off and stays off.
I thought it was PSU problem so I bought a new one with higher wattage and replace it but the issue now is: it will boot up even the monitor is plugged in GPU but it will shut off twice before booting into BIOS settings.


Please, can someone help me out. Will really appreciate any suggestions.

run a minimum config:
only CPU, motherboard, 1 monitor plugged into motherboard´s video port, PSU, one RAM in slot A2, keyboard

Is the cmos battery installed correctly? plus has to be visible on the outside

CMOS battery is installed correctly, details of the batt are visible.
