Question PC Shutting off then then turning back on when not on load

SPECS:
Ryzen 7 3700x
ASUS TUF B550 PLUS
MSI RTX 2070 SUPER
32GB Corsair Vengeance Pro RGB
1TB 970 EVO Plus
Corsair H115i AIO
Corsair RM850x 80+ Gold

I built this PC around 3 weeks ago originally with a Corsair CM750x 80+ bronze PSU but I switched that out for the RM series as that one sounded like a jet engine when I was playing games. Once last week and just right now my PC has done a full shut down (click in the PSU can be heard when it turns on and off) and turned back on. This has happened when it's not on load either, just some internet browsing on Firefox with a few tabs open. I felt the back of the PSU near where the 3 prong plug is and there's a little warmth.

Seems those psu's get warm anyway, so what case? Does it have room to breath? Mean don't put it on carpet.

It's an NZXT H510i on top of my desk so it has plenty of room to breathe
