For the last few weeks my computer occasionally skips like a cd, the whole thing hiccups. It's like it just hangs for a fraction of a second and causes audio to skip, missed keypresses on games and online. I checked all my main components, and everything looks good, when watching performances My CPU never taps more than 60% even under load, my memory hovers around 8/16gb, the only thing I do notice is my HDD disk is at or close to 100%, the mirrored SSDs that hold my os stay at around 5% with some spikes and I see ethernet spikes. My temps are all pretty much normal as well. I've done processor tests, HDDGuardian tests, MEMtests. Everything comes back clean. I've even asked around on forums like reddit and everyone's totally stumped.

Windows 10 Pro
Intel I7-7700
16gb mem
nvidia 1070

Solution
In that case, I'd recommend starting off with a clean Windows 10 installation after carefully formatting your SSD('s). Usually, this is a software related issue that can cause pretty serious problems just because of old and new (registry) files interferring with each other. Attempting this method will also immidiate tell us whether or not It's actually a software or a hardware problem, so even if it doesn't work, we'll have some questions answered just by checking out how the system responds to a fresh start.

Performance and instability problem are an incredibly common trend when talking about Windows 8 to 10 upgrades, even if they don't avail straight away but later down the road.

I had upgraded from windows 8. The installation went smoothly, and it's been fine for several months. I didn't change out any hardware or even download anything new before all these issues started. I have 3 drives in my pc at the moment, 2 256gb SSDs, they're mirrored and the OS is located on those, and 1 2TB HDD.
