So I just got a new gtx 1050 ti, and after I did everything, placed it in, installed latest drivers, I noticed my pc is slower. Even moving a window around with my mouse it's a bit laggy. Btw I'm a real newbie when it comes to pc building. I was thinking maybe it was because of my psu which has 250W max and wondering maybe that's why, but I don't wanna buy a new one just to be wrong.

PSU:250W
GPU: GTX 1050 ti (Zotac)
Motherboard: A68HM -E33V2
Operating System: Windows 7 Ultimate 64-bit (6.1, Build 7601) Service Pack 1
Processor: AMD A8-7600 Radeon R7, 10 Compute Cores 4C+6G (4 CPUs), ~3.1GHz
Memory: 8GB RAM
Available OS Memory: 7128MB RAM
Page File: 6679MB used, 7576MB available
DirectX Version: DirectX 11

Solution
Your cpu has a gpu on it. Make sure the AMD gpu is disabled and your Nvidia Gpu is enabled along with Nvidia drivers installed for the Nvidia card. Also enable high performance in advanced power settings in Win.
