Question PC slow after power outage.

I was getting frequent power outages and my UPS was exhausted at a point . I have had many power outages before but no noticeable damage has been done.
After that,
Booting up was taking more time.
Icons on the desktop took 10 to 15 seconds to load.
File Explorer frequently and Task manager froze . During installation of applications, the PC completely freezes and hard reboot is required.
I thought my registry was corrupted so I decided to to perform a clean install of Windows.
Thanks got a little better after that but all the same problems I had still persisted .One time hard disk disappeared out of the blue and I had to revive it . Don't think it's a software problem could be the hard disc ,power supply or RAM .
PC details :
240 GB WD SSD ( On which I have my windows installed)
WD 2TB HDD
Corsair 650 Watt PSU
i7 7700
8 gigs DDR4 RAM
Asus Prime Z270 M plus motherboard
Asus Dual geforce GTX 1060 OC
Cooler master masterliquid 120 lite
and some weak UPS.

Take a look in Reliability History and Event Viewer.

There may be some error codes or warnings related to the freezes.

Likewise look in Task Manager and Performance Monitor: see what all is being launched at boot up and what resources are being consumed thereafter.
