What does task manager show for RAM and CPU utilization when this happens? If they're unusually high, see if it tells you what is using the resources. If utilization is low and you're still having these issues, start with a DDU uninstall of your graphics drivers, reinstall the latest official drivers, also make sure you have chipset drivers from your mobo manufacturer installed.

We need more information. A picture of your desktop with Task manager open, and sorted by HDD usage highest to lowest, as well as with My Computer open so we can see your drives.

You have to upload to a 3rd party host like imgur.com and then share the link. If you can't do it on your computer, take a picture with your phone and then upload it, as long as we can read the text that would be fine.

I clean Windows install would surely do it, but it should be a rather simple fix. It looks like either your C: drive is at full capacity, which would cause the kind of slowdown you are experiencing, or some program is constantly writing, or both. Clearing data off the HDD should help immediatly if it is indeed at capacity. Use Wiztree to see what's taking up all your HDD space. If it isn't full, and its just some program constantly using the HDD, it would show in task manager as using a significant portion of the HDD and stick right out, and could then be dealt with.
