PC slowed down massively after overclocking GPU

I built my PC (specs below) about 3 months ago and it has been running like a dream. However, last week I bought a 4K monitor and plugged it in. It wasn't able to run some games in 4K such as world of warcraft at an acceptable frame rate at ultra settings. So I tried to overclock the GPU and incrementally increased the core/memory clock until they were at +200. At this point the frames were actually less than before so I reverted it back to the original clock speed but the frames stayed lower and loading times were vastly longer. I quit the game and noticed the general speed was a lot slower such as opening programs and start up time has definitely increased. I'm not sure what component is causing this issue as I've tried to move a game on to a ram disk and although loading times were much faster, the frames were still not as high as before. Have I damaged the GPU or some other component?

As a reference, I play WoW on a GTX970 at 1440p and (as of the latest Legion patch) if I set all the graphics settings to the highest possible it gets below 60fps sometimes. I lowered the shadow and water effects a notch, set AA to MSAAx4 and now it's solid 60fps (yes, I have sync enabled).
 


I can run wow at 4K at over 100 frames in certain places with my 960 thank you very much, it's just the loading times are much longer than before I OC'd and some parts of the game (textures, NPCs etc) take a long time to load in. I have already restored the clock to default speeds in afterburner and that made no difference
 



haha, ok maybe some raids go a bit below 30 frames 😉
 
I guess another symptom would be that the PC is constantly accessing the disk and in task manager the disk is at 100% all the time even though sometimes there are about 5 processes using 0.1/0.2MB/S.
 


Ok think I might have found something. My RAM is doing over 100 hard faults and after a bit of research I found that a lot of these errors cause high disk usage and slowing down the system. I can't check if this is the problem right now but if anyone knows if this could be my problem or a fix to it that would be great.
