PC slower than expected.

I recently upgraded my GPU from a Nvidia GTX 970, to a 1070 TI. Before the upgrade, on Dota 2 I was hitting 110 FPS on highest settings and after the upgrade I am still hitting this same FPS and it's capped at 144. And then on Overwatch I am still only hitting around 100 FPS. I'm unsure what is slowing my PC down or what I would need to upgrade internally because my GPU runs at around 40% of its memory used, and my CPU at around 65% CPU utilisation when I play. My parts are as follows:

CPU: Intel Core i7 4790K (Overclocked 4.2 GHz)
GPU: Nvidia GTX 1070 TI (Memory Clock upped to 4482 MHz)
Motherboard: Gigabyte Z97X-SLI-CF
SSD: SanDisk Ultra II 480GB
HDD: Seagate 1TB

Any insight would be nice also would running two monitors really impact my FPS this much?

Two monitors = more pixels to push. Yes, this will impact performance.
