Question PC small lag/freeze

I'll try my best to be short and explain ny problem.
I built a new PC not too long ago, ran into some problems that got fixed - first boot order fix and then I had several blue screens that got fixed by updating drivers.

It runs fine now except one thing, from time to time whole computer has little lags, player, surfing the interney or watching videos, whatever.
Basically it looks like picture freezes and sound doesn't just go quiet, it keeps on repeating the sound it was performing, whole freeze is like 1 second, maybe less, hope it's understandable. For example if i was watching a video or playing a game where it said "hardware" and I had that freeze in the middle of it, it would look like - frozen screen for 1 sec and "hardwa a a a a a a are".

Seems like a whole system gets those spikes. Any idea why or how to fix it?
 
It may be:
  • Defect GPU (try using the onboard for a while to test this out)
  • Defect sound chip (or surrounding electronic/pcb)
  • General defect on motherboard - usually because bending of pcb or esd related issue (did you take precautions against esd when building?)
  • A driver that doesn't work properly, maybe sound or video related.

Oh i also forgot to mention i slightly OCd GPU in msi afterburner.
